How to Purchase Literacy Tutoring with Your Grant

To ensure a smooth reimbursement process, families should follow these steps when submitting an invoice:

  1. Choose Programs, Request Invoice – Families who were notified of their eligibility for the tutoring grant, use this invoice request form to select the programs and then submit your invoice request.
  2. Receive Invoice, Submit to ClassWallet – Once the invoice is received, families must submit it through ClassWallet for approval.
  3. DESE Approval – The Arkansas Division of Elementary and Secondary Education reviews and approves the invoice within four working days.
  4. Direct Deposit – After approval, funds are direct deposited into the tutor’s account within 24-36 hours.

Project Director

Dr. Hulya Odabas, Project Director

Dr. Hulya Odabas joined Study Smart Tutors in 2019 as the Director of Education. Over the years, she has held pivotal roles, including Senior Director and Vice President of Education, and now serves as the Chief Strategy Officer. With a background as a high school science teacher and school counselor, she brings a wealth of experience to her leadership roles.

Dr. Odabas holds a Bachelor’s degree in Chemistry, a Master’s degree in School Counseling with a PPS credential, and a Doctorate in Educational Leadership from Concordia University Irvine. Her doctoral research focused on the retention and sense of belonging of first-generation STEM students, a topic that resonates deeply with her own experience as a bilingual, first-generation student.

In recognition of her exceptional work with first-generation students, Dr. Odabas was named College Counselor of the Year by the County of Orange in 2017. The College Board also recognized her contributions through its Counselor Recognition Program in 2019.

Dr. Odabas actively volunteers at her children’s school and within her community. She is a frequent speaker at national and local conferences, advocating for educational equity, college readiness, and fostering a sense of belonging for students through an asset-based approach.

Afwandi Karunwi, Partnership Manager

Afwandi comes to Study Smart Tutors with a background in K-12 education and EdTech. It was her time spent as a Youth Leader and Upward Bound counselor that really sparked her interest in education. Having taught in several states and abroad, Afwandi is passionate about providing equitable education opportunities for all learners.

Afwandi attended the University of Pittsburgh and Bowling Green State University, near Toledo, OH. She holds a Bachelor’s and a Master’s degree in Elementary Education and College Administration, respectively.

FAQ

  1. No. The program is funded by the Arkansas Literacy Tutoring Grant, which provides $1,500 per eligible student. Families do not pay out of pocket. Tutoring is covered through ClassWallet.

Tutoring focuses on early literacy, including:

  • Phonics and decoding
  • Fluency
  • Vocabulary development
  • Comprehension
  • Foundational reading skills aligned to Arkansas K–3 literacy standards

Tutoring is held outside the school day, either after school or on weekends. Sessions may take place at your child’s school or in another school-approved location. Study Smart Tutors provides small-group instruction in the following tutor:student ratios:

  • 1:1
  • 1:2
  • 1:3

Tutoring takes place weekly, typically 2–4 times per week, depending on group size and student needs. Your school and Study Smart Tutors  will work together to set a regular schedule.

Tutoring begins once:

  1. You receive your eligibility letter,
  2. You apply online,
  3. Your child is approved by ClassWallet, and
  4. Your ClassWallet account is activated.

This process usually takes about 1–2 weeks after you apply.

Students in the program will be formally assessed at the beginning and end of each six-week tutoring block. These assessments are essential because they:

  1. Establish a baseline of your child’s skills
  2. Show how much progress your child makes through tutoring
  3. Help tutors adjust instruction to meet your child’s needs
  4. Ensure your child is growing in the areas that matter most in early literacy

Schedule

Six-week tutoring blocks with 60 minute sessions up to four days per week. Students will complete a pre- and post-test to determine tutoring needs during each tutoring block. Tutoring sessions will be aligned to the Arkansas state literacy standards
